Signs + Decal Corp., led by the Khalfan family, seeks a zoning change in order to build a 128,750-square-foot, 14-story building at 410 Morgan Avenue in East Williamsburg, Brooklyn, on top of its current single-story manufacturing and distribution center.

The proposed action would change the current M1-1 light manufacturing designation to a mix of M2-4A and M2-1A zoning districts, in a city block bounded by Withers Street, Vandervoort Avenue, Jackson Street, and Morgan Avenue.

A representative for Signs + Decal Corp. filed the application June 16, 2026, with the Department of City Planning as part of the Uniform Land Use Review Process (ULURP).

The applicant proposes to vertically expand an existing one-story building into a 14-story, 193-foot-9-inch mixed-use light manufacturing and commercial facility. The planned 128,750-square-foot structure would comprise 92,958 square feet of light manufacturing space and 35,793 square feet of commercial offices.

The site is located within a state-designated Disadvantaged Community and the North Brooklyn Brownfield Opportunity Area. A Phase I Environmental Site Assessment identified no recognized environmental conditions but noted several business environmental risks, including historical neighborhood dry cleaning operations, a nearby gas station, and localized chemical storage.

The application notes that the modified density and industrial uses align with regional public policies, such as the Industrial Business Zone objectives.
According to the filing, the build year for the analysis is anticipated to be 2029, anticipating a year and a half for technical and environmental reviews, seven months for the ULURP process, and a year and a half for the construction.
