Plans progress for 941K sf ‘One45’ in Harlem, which will have over 850 units
Plans are progressing for the rezoning of a Harlem development site which will eventually give way to two new mixed-use buildings which would total roughly 941,000 square feet, have between 866 and 939 new apartments, a Museum of Civil Rights, and a new headquarters for the National Action Network.
The plans call for two 365-foot buildings between West 144th and West 145th streets, bounded by Lenox Avenue and Adam Clayton Powell Jr. Boulevard.

According to news reports, Bruce Teitelbaum is listed as the owner of One45 Lenox LLC, the entity behind the development which is being dubbed “One45.” The signatory on the loan documents was Steven Neuman. A revised draft scope of work submitted by the developer last month led to scrutiny from local residents over the size of the project and who specifically was behind it.

The plans have been in the works for awhile now. In January, Steven Neuman of Coltown Properties filed demolition plans to clear a large portion of the block. Then, in April, plans surfaced for the development.
The developers are seeking a zoning map amendment and a number of text amendments to facilitate the construction of the development.
Per the application, the developers plan to construct the two proposed buildings in one phase, anticipated to be
complete in 2026 (38 months total).
