Mark Irgang recieves TCO following $4.5M project to convert health center to 28K sf resi building in Parkchester
Developer Mark Irgang, on October 6, was issued a temporary certificate of occupancy for a $4.5 million project which converted a health center to a 28,279-square-foot residential building at 2035 Benedict Avenue in Parkchester, the Bronx. The building has 20 residential dwelling units and an additional 23 non-profit sleeping accommodations, according to the development’s Schedule A
The plans, pre-filed on September 19, 2014, call for the increase in the size of the building from a 21-foot tall, two-story, 14,089-square-foot building to a 54-foot tall, five-story, 28,279-square-foot building. The time from pre-file to TCO was six years and one month.
The project is described in the filings as: renovate 16 apartments at basement and first floor as per 200400574. New second, third, and fourth floor enlargement with six additional apartments, mech, plumbing, and sprinkler work. Additional community facility uses. The initial cost as reported in the DOB filing for the work described in this permit application is $4,494,187.
The basement of the new building has five dwelling units, two non-profit sleeping accommodations, and office space for the community facility non-profit institution, according to the plans. The former ground-floor health center was converted to six dwelling units and five non-profit sleeping accommodations. The second floor has three dwelling units and seven non-profit sleeping accommodations, the third floor has four dwelling units and seven non-profit sleeping accommodations, while the fourth floor has two dwelling units, non-profit office space, and two non-profit sleeping accommodations. The Schedule A does not make note of the fifth floor. Additionally, the building has an outdoor residential recreation space.

The property was acquired for $1.1 million on December 19, 2013.
