L+M Development, Tahl Propp get TCO following construction of 400-unit Carolina in East Harlem
L+M Development Partners and Tahl Propp Equities, on July 10, were issued an initial temporary certificate of occupancy for construction of a 400-unit, 474,593-square-foot residential building the Carolina, at 1465 Park Avenue in East Harlem.
The plans, pre-filed on December 29, 2016, called for the construction of a 161-foot tall, 15-story residential building. The plans were permitted in July of 2016.
The project is described in the filings as: new 16-story building.
At the time of the filing, reports indicated twenty percent of the units would be permanently affordable as part of the city’s Mandatory Inclusionary Housing policy. The rest would be income-restricted for 40 years, as part of a regulatory agreement between the city and the developers.
The development, formerly known as Lexington Gardens II, is located directly next to the existing Lexington Garden I development. Lexington Garden I was developed by Tahl Propp Equities, who partnered with L+M to construct the second development.
The community space in the building will be filled by two non-profits, Northside Center for Child Development and Union Settlement.
