LCOR permitted for construction of two buildings, 461 units in Coney Island
LCOR, on October 14, received permits for the construction of a 322-unit, 221,926-square-foot mixed-use building at 1515 Surf Avenue and a 139-unit, 107,517-square-foot mixed-use building at 2919 West 16th Street in Coney Island. Anthony Tortora, a senior VP with the firm, filed both of the plans.
The site had been used as a parking lot for the 100-year-old famous Italian Gargiulo’s Restaurant. In January of 2020 the owner of the restaurant, Louis Russo as landlord signed a 99-year ground lease for the lot with LCOR as tenant.
STUDIO V Architecture is the architect for the projects.
The larger of the two plans, pre-filed on December 2, 2020, calls for the construction of a 270-foot tall, 26-story mixed-use building.
The project is described in the filings as: a 26-story mixed-use building (market rate).
According to the plans, The ground floor will have a residential lobby, parking, and several retail spaces. The second floor will have 11 dwelling units and additional parking. The third floor will have 36 dwelling units, recreation space, and amenity space. Floors four and five will each have 38 dwelling units and amenity space. The sixth floor will have 34 dwelling units and a ball court, the seventh floor will have 14 dwelling units, exercise room, cycling room, and yoga room. The eighth floor will have seven dwelling units, an outdoor pool, and lounge. The ninth floor will have seven dwelling units and additional lounges. Floors 10 through 23 will each have nine dwelling units per floor, the 24th floor will have five dwelling units, and floors 25 and 26 will each have four dwelling units and a lounge per floor. The basement of the building will have a residential lobby, beach lobby, and parking.

The smaller building plan, pre-filed on December 3, 2020, calls for the construction of a 165-foot tall, 16-story mixed-use building at 2919 West 16th Street.
The project is described in the filings as: a new 16-story mixed-use building with voluntary inclusionary supportive housing units.
Per the plans, the ground floor will have retail space, a lounge, and playroom. The second floor will have nine dwelling units, floors three through six will each have 15 dwelling units, and floors seven through 16 will each have seven dwelling units per floor. The roof will have a recreation space. The basement of the building will have retail space and a residential lobby.
