Joel Werzberger receives TCO following $2.4M project to convert warehouse to 30-unit resi building in Morrisania

Joel Werzberger, on July 23, was issued a temporary certificate of occupancy for a $2.4 million project to convert a warehouse to a 30-unit, 29,184-square-foot residential building at 4761 White Plains Road in Morrisania.

The plans, pre-filed on September 16, 2016, call for no change in size but a change in use of the 50-foot tall, five-story building. The plans were permitted in April of 2018. The time from pre-file to TCO was three years and 10 months.

The plans state the building stands five stories, however the Schedule A only lists four floors.

The project is described in the filings as: conversion of non-residential, non-conforming building in R6a/C2-2 to hotel apartment dwelling units in compliance with quality housing program. The initial cost as reported in the DOB filing for the work described in this permit application is $2,393,088.

All four floors of the building on the Schedule A were converted from warehouse to residential use. The basement has four dwelling units, the first floor has seven dwelling units, the second and third floors each have eight dwelling units, and the fourth floor has nine dwelling units. The second floor also has laundry facilities and the third floor has storage space.

The architect on the filing is PM Architecture PC.

The property was acquired for $2.9 million on November 14, 2016.
