Israel Minzer receives TCO for 27-unit resi building in Windsor Terrace
Israel Minzer through the company 1901 10th Avenue, LLC, on November 12, was issued a temporary certificate of occupancy for construction of a 27-unit, 24,654-square-foot residential building at 1901 10th Avenue in Windsor Terrace, Brooklyn.
The plans, pre-filed on December 31, 2015, call for the construction of a 33-foot tall, four-story residential building. The time from pre-file to TCO was four years and 11 months.
The project is described in the filings as: proposed three-story plus basement residential building as per plans.
According to the plans, the basement has five dwelling units, a lounge area, and an outdoor area. Floors one and two each have eight dwelling units per floor, while the third floor has six dwelling units. The building also has recreation space on the roof and 18 outdoor parking spaces.

The property was acquired in 2002.
