City permitted for construction of 71-unit residential building in East New York

The New York City Department of Housing Preservation and Development, on September 10, was given a permit for construction of a 71-unit, 40,271-square-foot residential building at 461 Alabama Avenue in East New York. The plumbing (PL) permit is the fourth issued for the development this month, with the initial new building (NB) and foundation (FO) permits received nine days earlier.

CB Emmanuel Realty will be the developer for the project, in partnership with the nonprofit Services for the UnderServed.

The plans, pre-filed on April 15, 2019, call for the construction of a 72-foot tall, seven-story, residential building.

The project is described in the filings as: it is proposed to construct a seven-story building with cellar as shown on plans.

The cellar of the proposed development will have office space, storage, a conference room, laundry room, lounge, and multi-purpose room, as indicated in the plans. The ground floor will have nine dwelling units, a residential lobby, and an office. Floors two through five will each have 12 dwelling units, while the sixth and seventh floors will each have seven dwelling units. The sixth floor and roof will each have accessory outdoor recreation areas.

At least 60 percent of the units will be designed for special needs residents and will include on site support and services, the plans state.

The architect for the project is Newman Design Group.

In February of last year the City Council’s Committee on Land Use unanimously approved zoning measures to facilitate construction of the development.

The city-owned property was vacant when the plans were approved.
