City files plans for two-tower building with 683 hotel rooms, 358 apartments in Hell’s Kitchen
The New York City Economic Development Corporation, on October 15, filed a permit application for construction of a 1,041-unit, 589,842-square-foot mixed-use building at 495 11th Avenue, between 39th and 40th street, in Hell’s Kitchen, Manhattan. The building will have 683 hotel rooms and 358 apartments. Karina Gilbert, senior vice president of design and construction with the city’s EDC, filed the plans.
The project, which has been in the works for years, has an estimated cost of $397.3 million. Plans first surfaced in 2017, with reports that The New York City Economic Development Corporation had selected Radson Development and Kingspoint Heights Development to construct a 49-story affordable housing project. A previous iteration of the proposed project included student dormitory use, per a city released document.
The space has sat vacant for decades now, and was previously used as a NYPD parking lot.
The plans call for the construction of the second most dwelling units in the entire city so far this year.
The plans call for the construction of a 641-foot-tall, 61-story building and were filed with the New York City Department of Buildings under job number M00601955. The development site spans one tax lot.

The project is described in the filing as: hereby filing for a new mixed-use building developed as two towers on a five-story base.
According to the plans, the ground floor of the building will have a hotel lobby, residential lobby, office space, and a supermarket. The second floor will have a restaurant. The third floor will have an exercise room and six hotel rooms. The fourth floor will have two hotel rooms, office space, lounge, and kitchen. The fifth floor will have office space, a residential exercise room, lounge space, hotel lobby space, and community space. The upper floors will be split between a north and south tower. The north tower will have the residential apartments while the south tower will have the remaining hotel rooms.
