Chris Jiashu Xu files plans for $3.9M build-out for Emblem Health in Elmhurst

Chris Jiashu Xu’s United Construction & Development Group, on September 21, filed a permit application for a $3.9 million build-out for tenant Emblem Health in an under-construction residential building at 88-08 Justice Avenue in Elmhurst.

The plans call for a build-out of floors one and two of the 191-foot tall, 18-story, building.

The project is described in the filings as: application herewith filed for interior build out for Emblem Health, installation of partitions as per plans. Plumbing, mechanical, sprinkler, structural filed through DOB Now system. No change in use, egress or occupancy. The initial cost as reported in the DOB filing for the work described in this permit application is $3,900,000.

TPG Architecture, LLP is the architect named.

On May 29, 2015, Chris Jiashu Xu filed plans to construct a 289,994-square-foot mixed-use building on the property. According to the plan’s Schedule A, the first and second floors of the building have treatment health care facility space, which seems to be leased by Emblem Health. The new building plans were initially permitted in 2015. Xu filed for the initial TCO in November 2019, but it has not been issued yet.

The developer acquired the property for $26.5 million on October 16, 2014.
