ZHL Group files plans for 76-unit building in Kensington

Yevgeniy Lvovskiy of ZHL Group submitted a new building construction project for a 76-unit, 52,957-square-foot R-2 building at 428 East 9th Street in Kensington, Brooklyn. The plan was filed on August 10, 2022. It calls for the construction of a 75-foot-tall, eight-story building and was filed with the New York City Department of Buildings under job number B00789554. The architect is Z Architecture PLLC. The project is described in the filing as: proposed new eight-story residential/community facility building.

The 428 East 9th Street parcel has frontage of 126 feet and a total lot size of 17,675 square feet. The zoning is R7B which allows for up to 3 times floor area ratio (FAR) for residential.

On this tax block, PincusCo has identified the owners of two of the six commercial properties representing 134,428 square feet of the 230,394 square feet. The two identified owners are Rubin Margules and Samuel Hertz. On the tax block, there was one new building construction project, which is the ZHL Group project.

Of those three items, one was for major renovation including a certificate of occupancy change. It was a permit application filed on December 10, 2021 for the $353,250 renovation of 41,544-square-foot E building with 20 residential units at 452 East 9th Street. Of those three items, two were loans above $5 million totaling $14.5 million. The most recent of the two was Chaim H. Leshkowitz who borrowed $7 million from BBVA USA secured by the 57,600-square-foot industrial (W7) on 425 East 9th Street on September 17, 2021.
