Nursing home operator seeks to build 240-bed, 145K facility in East New York

Oxford Nursing Home’s Barry Braunstein filed an application with the city’s Department of City Planning, in which he disclosed an intention to develop a 145,000-square-foot, long-term care facility with 240 beds at 2832 Linden Boulevard in East New York, Brooklyn.
The filing, submitted on September 14 through the entity 2832 Linden Boulevard Realty LLC, was an application seeking zoning authorization to allow a street wall greater than 185 feet in width for the proposed building, which would be four stories tall. No Department of Building plans have been filed on the parcel, according to a review of city records.
Braunstein paid $11.3 million to the Health Insurance Plan of Greater New York, which became EmblemHealth, in February 2019, then filed demolition plans in 2020 for the one-story building that was on the lot at the time of the sale.

The 2832 Linden Boulevard parcel has frontage of 240 feet and is 460 feet deep with a total lot size of 140,000 square feet. The lot is irregular. The zoning is R4 which allows for up to 0.75 times floor area ratio (FAR) for residential. The city-designated market value for the property in 2022 is $5.3 million.
The specialty building in East New York has 30,000 square feet of built space and 75,600 square feet of additional air rights for a total buildable of 105,000 square feet according to PincusCo analysis of city data.
According to city public data, the property has not received any significant violations in the last year.
There were no lawsuits or bankruptcies filed against the property since September of 2020.

Within a 400-foot radius of 586 Emerald Street, Pincusco identified four commercial real estate items of interests occurred over the past 24 months. Of those four items, two were in new building development. There were two new building permits. The most recent of these two items was a permit on May 4, 2022 for a 110,716-square-foot R-2 building with 154 residential units at 583 Emerald Street. Of those four items, two were loans above $5 million totaling $124.6 million. The most recent of the two was Radson Development which borrowed $58.9 million from NYC Housing Development Corporation secured by the 0-square-foot development site (V1) on 583 Emerald Street on January 7, 2022.
