TCO issued for 25K sf resi building in Briarwood, 15 years after plans were filed

Francis Leung, on August 18, was issued a temporary certificate of occupancy for construction of a 22-unit, 25,937-square-foot residential building at 84-03 Lander Street in Briarwood.

The plans, pre-filed on March 15, 2005 by the property’s previous owner, call for the construction of a 70-foot tall, seven-story residential building. The time from pre-file to TCO was 15 years and five months.

The project had no description in the filing.

The ground floor of the building has a lobby and recreation room, per the plans. Floors two through six each have four dwelling units, while the seventh floor has two dwelling units. The building has six off-street parking spaces.

After initially breaking ground, the project stalled, reportedly due to the 2009 recession. The shell of the building occupied the lot for four years, until the developer filed new plans in 2013, seemingly replacing the 2005 plans. However, those plans were ultimately withdrawn this year, and the plans for the original building have been completed.

The developer who originally purchased the building acquired it for $1.6 million. However, after defaulting on a $5.2 million mortgage, the development site lot was sold in a tax lien sale. Leung acquired it in April of 2016 and moved forward with the original development. It seems as though the current application supersedes the original, which is why Leung appears as the owner on the original 2005 filing visible on the DOB website.
