Shabse Fuchs submitted a new building construction project for a 50-unit, 51,008-square-foot residential (R-2) building at 317 Broadway in Tribeca, Manhattan. The plan was filed on May 15, 2026. It calls for the construction of a 215-foot-tall, 21-story building and was filed with the New York City Department of Buildings under job number M01400243. The project is described in the filing as: proposed twenty-one story mixed-use building with cellar. The applicant is the Registered Architect Hamish Whitefield of Hamish Whitefield Architects P.C. Shabse Fuchs of Steel Boyz submitted the plans.
The city property website Acris shows the Laboz family’s United American Land as the owner of the parcels at 315 Broadway and 317 Broadway. 315 Broadway is a landmarked building. The city’s Landmarks Preservation Commission approved a plan United American Land submitted in 2020 for a larger building at 315 and 317 Broadway. This new proposed building uses 13,000 square feet of development rights from 315 Broadway, but only rises above 317 Broadway’s lot, a PincusCo analysis of DOB records shows.

In sales, Tribeca has near average sales volume among other neighborhoods with $598 million in sales volume in the last two years and is the 18th highest in Manhattan. For development, Tribeca has near average amount of major developments among other neighborhoods and is the 14th highest in Manhattan. It had 3.1 million square feet of commercial and multi-family construction under development in the last two years, which represents 20 percent of the neighborhood’s built space.

On this tax block, PincusCo has identified the owners of five of the eight commercial properties representing 922,478 square feet of the 954,512 square feet. The largest owner is Maverick Management, followed by Michael Gervis and then New York State Insurance Fund.
On the tax block, there were two new building construction projects totaling 109,647 square feet. The largest is a 76-unit, 70,336 square-foot residential (R-2) building submitted by United American Land and filed by Albert Laboz with plans filed June 4, 2020 and it has not been permitted yet. The second largest is a 50-unit, 39,311 square-foot residential (R-2) building submitted by Shabse Fuchs and filed by Shabse Fuchs with plans filed May 15, 2026 and it has not been permitted yet.

The surrounding

Within a 400-foot radius of 317 broadway, PincusCo identified four commercial real estate items of interests occurred over the past 24 months.
Of those four items, one was for major renovation including a certificate of occupancy change. It was a permit issued on May 14, 2026 for the $750,000 renovation of 127,811-square-foot business (COM) building with six residential units at 291 Broadway.
One of those four items was a sale which William Macklowe Company bought the 128,940-square-foot, 70-unit office building (O6) on 291 Broadway for $52.8 million from Sutton Management on January 6, 2026.
Of those four items, two were loans above $5 million totaling $99.5 million. The most recent of the two was Jamestown in which borrowed $80 million from Landesbank Baden-Wurttemberg secured by the 396,000-square-foot, one-unit retail building (K1) on 339 Broadway and one other property on June 9, 2025.
