Phipps receives TCO following construction of 175-unit building in Morrisania

The affordable housing developer Phipps Houses, on July 20, was issued a temporary certificate of occupancy for construction of a 175-unit, 164,352-square-foot residential building at 600 East 156th Street in Morrisania.

The plans, pre-filed on April 12, 2017, call for the construction of a 125-foot tall, 12-story, residential building. The period from pre-file to initial TCO was three years and three months.

Phipps has been moving forward with other projects in the city. In November 2019, Phipps bought a warehouse in Morrisania for $22.5 million, and two months ago, the developer filed plans for three buildings in Far Rockaway.

The project at 600 East 156th Street is described in the filings as: proposed new 12 story affordable residential development subject to MIH on floors 2-12, and community facility (k-4 charter school) on cellar and first floors.

The cellar of the building has nine classrooms, school offices, accessory storage rooms, accessory warming kitchen for school use, a gym, cafeteria, and auditorium, according to the plans. The ground floor consists of a residential lobby, mail facilities, gas meter room, super’s office, school lobby, nine classrooms, accessory study rooms, offices, and storage rooms. There is also an outdoor play yard for students. Floors two through eight each have 19 units, while the ninth floor has 11 units in addition to an accessory outdoor recreation space and unoccupied green roof. The 10th floor has 13 units, and floors 11 and 12 each have nine units.

The apartments will rent to low- and middle-income families. The project is subject to Option 1 of the Mandatory Inclusionary Housing program, which requires a quarter of the units be rented to families earning 60 percent of the Area Median Income, or $47,000 for a household of three. Ten percent of those apartments would also have to go to individuals earning 40 percent of the Area Median Income, which comes out to $31,000 a year for a family of three.
