EMP Capital Group submitted a new building construction project for a 79-unit, 85,283-square-foot residential (R-2) building at 40-16 35th Avenue in Astoria, Queens. The plan was filed on June 24, 2026. It calls for the construction of a 284-foot-tall, 26-story building and was filed with the New York City Department of Buildings under job number Q01416407. The project is described in the filing as: proposed twenty-six (26) + cellar mixed-use building.. The applicant is the Registered Architect Ralph Kowalcyzk of Issac & Stern Architects, P.C. Elie Pariente of EMP Capital Group submitted the plans. The parcel is an L-shaped development site fronting on both Steinway Street and 35th Avenue, but not including the corner parcel, that has an address of 35-01 Steinway Street.

The most recent property records for this parcel do not yet indicate EMP Capital Group has an ownership stake. A DOB document indicates EMP Capital Group’s
Steinway Development PO LLC owns the four parcels, 40-16 35th Avenue, 35-08 41st Street, 35-20 41st Street and 35-19 Steinway Street.

Of those 14 items, three were loans above $5 million totaling $56.8 million. The most recent of the three was ZD Jasper Realty in which borrowed $11.9 million from Ponce Bank secured by the 18,360-square-foot, three-unit retail building (K1) on 35-25 Steinway Street on February 4, 2026.
