Eli Hoffman of City Builders plans 86 units in Hell’s Kitchen

Eli Hoffman of City Builders NYC LLC submitted a new building construction project for a 86-unit, 78,665 square-foot residential (R-2) building at 515 West 43rd Street in Hell’s Kitchen, Manhattan. The plan was filed with the New York City Department of Buildings on December 2, 2025 under job number M01301888. It calls for the construction of a 17-story building. The project is described in the filing as: construct new seventeen (17) story residential building as per plans filed. The architect is Ismael Leyva Architects, P.C.
The city’s property records still show as of December 5, the building owned by the entity NKM Proscia LLC, with no recent sale or lease transaction.
Hoffman plans a smaller tower on the adjacent property just north of this one, the filing indicated.
Crain’s New York reported on the filing yesterday.
The plans call for six apartments on each of the floors from two to 12, and four units on the floors from 13 to 17. The building has no retail space. On the first floor the plans call for a residential lounge, a co-working space, a game room and a “kids room.”

The surrounding
Within a 400-foot radius of 519 West 43 Street, PincusCo identified eight commercial real estate items of interests occurred over the past 24 months. One of those eight items was a sale which BH3 Management bought one condo unit in the 73,677-square-foot, six-unit mixed-use building (RM) on 625 10th Avenue and 51 other properties for $50 million from Xin Development Group International on October 24, 2024. Of those eight items, seven were loans above $5 million totaling $684.2 million. The most recent of the seven was Eugene Mendlowitz in which borrowed $62.2 million from Citibank secured by the 46,000-square-foot, 78-unit rental (C7) on 593 10th Avenue and nine other properties on August 14, 2025.
