Camber, Harlem Congregations receive TCO for 136-unit affordable building in Central Harlem

Camber Property Group and Harlem Congregations for Community Improvement, on March 4, were issued a temporary certificate of occupancy for construction of a 136-unit, 82,112-square-foot residential building, known as Victory Plaza, at 11 West 118th Street in Central Harlem. Malcolm Punter President and CEO of HCCI, filed the plans.

According to the project’s website, the building is an affordable housing development for low-income seniors.

The plans, pre-filed on March 14, 2018, call for the construction of an 87-foot tall, nine-story residential building. The time from pre-file to TCO was three years.

The ground floor of the building has a lobby, recreation room, and 13 dwelling units, per the plans. Floors two through seven each have 16 dwelling units per floor, the eighth floor has 14 dwelling units, while the ninth floor has 13 dwelling units. The cellar has a fitness room and laundry room.

Aufgang Architects was behind the design.

The project cost $65 million and was financed by New York City’s Housing Development Corporation, Housing Preservation and Development, and Wells Fargo.

A lottery opened for 94 affordable units in the building in June of 2020.
