Xiaohong Zhao seeks rezoning for 15K sf mixed-use project in Auburndale

Xiaohong “Shannon” Zhao of Ameriland Brook through the entity Prince St 606 LLC, filed an application for a zoning change in an effort to build a 14,863-square-foot mixed-use commercial building at 189-04 Northern Boulevard in Auburndale, Queens. Zhao previously filed plans for the project, with a slightly smaller zoning floor area, in June 2020.

This application would not only allow her project to go forward, but would also rezone all or parts of six adjacent tax lots.

According to the application, Xiaohong Shannon Zhao “is seeking to develop a new 3-story, 30,190 GSF [gross square foot] (14,863 ZSF [zoning square foot]; 1.51 FAR), mixed-use commercial and community facility building that would include a 4,459 GSF (4,280 ZSF; 0.43 FAR) of UG 6A local retail space, 5,202 GSF (4,994 ZSF; 0.53 FAR) of UG 6B office space, 5,202 GSF (4,994 ZSF; 0.53 FAR) of UG 3A Day Care Center or UG 4A ambulatory diagnostic treatment center, and 9,800 GSF of cellar space for 29 off-street parking spaces in addition to 6 parking spaces on the first floor.The Proposed Development would not be possible under the existing R3-2 zoning regulations governing the Applicant’s lot and prohibits the proposed local retail and office uses. The Proposed Action would also legalize the nonconforming commercial uses on Lots 10, 22 and 27.”

Property

The 189-04 Northern Boulevard parcel has frontage of 84 feet and is 120 feet deep with a total lot size of 9,838 square feet. The lot is irregular. The zoning is R3-2 which allows for up to 0.5 times floor area ratio (FAR) for residential. The city-designated market value for the property in 2022 is $772,000.

The industrial building in Auburndale has zero square feet of built space and 4,919 square feet of additional air rights for a total buildable of 4,919 square feet according to PincusCo analysis of city data.

According to city public data, the property has not received any significant violations in the last year.

There were no lawsuits or bankruptcies filed against the property since September of 2020.
