Jiashu Xu’s United Construction & Development Group through the entity Grand Construction and Development submitted a new building construction project for a 387-unit, 268,204 square-foot residential (R-2) building at 23-07 43rd Avenue in Long Island City, Queens. The plan was filed with the New York City Department of Buildings on August 12, 2025 under job number Q01263805. It calls for the construction of a 39-story building. The architect is Handel Architects. William Xu, a vice president at United Construction & Development Group, filed the plans.

This property was sold by Fisher Brothers and Hakim Organization for $57.5 million to United Construction & Development Group on February 22, 2024.

The project calls for a pool, sauna and steam room on the lower level, a 1,774-square-foot retail space on the first floor, 98 parking spots on the first and second floors, and co-working and amenity space on the second and third floors. The plans call for between six and 11 apartments on floors four through 38. There is a roof terrace and “galleria lounge” on the 39th floor.

This new project comes approximately a week after United Construction & Development Group filed plans for more than 600 units in a two-tower project in Rego Park, under job number Q01025398.

In a previous plan, Fisher Brothers submitted a new building construction project for a 240-unit, 245,887 square-foot residential (R-2) building at 42-50 24th Street in Long Island City, Queens. The plan was filed with the New York City Department of Buildings on October 18, 2019 under job number 420666363. It called for the construction of a 35-story building. That plan was abandoned.
