The New York State Attorney General approved an application by the Talmudical Seminary of Bobov through the entity TSOB 5782 LLC, to borrow $23 million from Ponce Bank for the construction of a three-story, 45,718 square-foot seminary and office building at 3710 15th Avenue in Borough Park, Brooklyn. The approval document was dated September 8, 2025. The loan has not appeared in Acris as of story publication.
The construction plan for the project was filed with the New York City Department of Buildings on November 20, 2023, under job number B00953932 and was permitted on August 23, 2024. It calls for the construction of a three-story building with a mezzanine floor.

According to the approval document from the Attorney General, “The proceeds will be used for the following purposes: (a) $2,541,500 held in reserve by Ponce Bank for interest carrying costs during construction period; (b) $6,240,000 to payoff existing mortgage with CS General Tenth LLC; (c) $800,000 to payoff existing note with Khal Ichud Chasidim; (d) $340,000 plus accruing interest to payoff existing note with Labe Twerski… The balance of mortgage proceeds estimated to be $13,393,500 shall be used to complete the construction of the Property.”
