Madison Realty Capital files plans for three buildings, for a total of 637 units in Staten Island
Madison Realty Capital, on February 1, filed three permit applications for the construction of three new buildings, with a total of 637 dwelling units, at 8 Stuyvesant Place, 172 Richmond Terrace, and 178 Richmond Terrace in Staten Island. The full development has been dubbed River North.
The plans have been anticipated for nearly two years now, since the developer filed an application seeking zoning map amendments, zoning text amendments, and special permits in oder to facilitate thee new buildings with a total of 750 residential units, at least 30 percent of which would be permanently affordable. Additionally, each building would contain retail uses below the second floor.

In June of 2021, Community Board 1 voted against the proposed developments, citing issues with the size of the building. Roughly four months late, after the developer cut tower heights and unit counts, the revised plans were approved by the City Council’s land use committee and the City Council’s zoning committee.
The properties were acquired for $10.5 million on December 5, 2018.
The first plans call for the construction of a 166-foot-tall, 17-story, 255,406-square-foot, mixed-use building with 295 dwelling units at 8 Stuyvesant Place. The plans were filed with the New York City Department of Buildings under job number S00661600. The development site spans four tax lots.
The project is described in the filing as: proposed 17-story mixed-use new building.
The ground floor of the building will have a lobby and retail space, per the plans. The second floor will have 12 dwelling units, a playroom, gym, yoga room, and co-working room. The third floor will have 14 dwelling units. Floors four through nine will each have 21 dwelling units per floor, floors 10 through 14 will each have 19 dwelling units per floor, and floors 15 through 17 will each have 16 dwelling units per floor.
