Haussmann Development files plans for 200-plus-unit building in Jamaica on former KD Sagamore site

Josef Goodman of Haussmann Development through the entity Jamaica Development Authority LLC submitted a new building construction project for more than 200 residential units in a 207,492 square-foot residential (R-2) building at 159-31 90th Avenue in Jamaica, Queens. The plan was filed with the New York City Department of Buildings on August 11, 2025 under job number Q01233524. It calls for the construction of a 14-story building. The project is described in the filing as: construct new 14-story mixed-use building as per plans filed. The architect is GF55 Partners.

In September 2019, KD Sagamore Capital signed a 99-year ground lease, following New York State Supreme Court approval 711218/2019, valued at $8.79 million with the fee owner of the land, the First Reformed Dutch Church of Jamaica. The transfer of ground lease has not been recorded in city records, but Haussmann Development affirmed in the DOB filing that through Jamaica Development Authority LLC, it is the owner of the property. In September 2019, KD Sagamore filed plans for a 136-unit building at the property, under job number 420666256.

Haussmann Development took control of another KD Sagamore Capital project, the Arris Grand in Clinton Hill.

The application uses several different figures for the total number of residential units, in different locations of the application. On the zoning document, known as the ZD1, it says 258 units, while on the zoning information portion, it says 212 units. In still another location, the schedule of occupancy, it lists 259 units. It is not unusual in a new filing to have discrepancies over unit count.

The Haussmann Development website lists this project with 205 residential units, with an address of 159-29 90th Avenue, named The Tabernacle. However documents provided to the DOB specify the residential address as 159-31 90th Avenue.

For the first floor, the plans call for a church sanctuary with a capacity of 400 persons, the church offices and an apartment for the pastor, as well as the residential building’s lobby. The plans call for apartments on floors two through 14, with between 12 and 22 units per floor. There is no retail listed for the building. On the second floor there is a tenant lounge, a tenant recreation room, and access to an “outdoor passive tenant recreation area.”
