Barone Management seeks upzone in Bay Terrace to build approximately 247 units

Barone Management, led by Scott Barone, filed an application with the city seeking an upzoning in order to develop an eight-story, 287,316-square-foot building with approximately 247 units at 217-14 24th Avenue in Bay Terrace, Queens.
According to the filing, 30 percent of the units would be permanently affordable through the Mandatory Inclusionary Housing program. Documents filed with the city show 236 units, while the city’s website says the project will have 247 units.
The site is currently occupied by the Bay Terrace Country Club.
John Silviano, principal with Barone Management, submitted the Uniform Land Use Review Procedure (ULURP) plans March 20, 2024, through the entity BMBT LLC.
The parcel is currently zoned R1-2, which represents the general land use of single-family homes. In order to proceed with the project, Barone is seeking an upzone to R6A.
The parcel is owned by A Real YYZ L.P.
According to the filing, “The Development Site (Block 6008, Lot 95) is an irregularly shaped parcel with a lot area of approximately 55,614 square feet. The site has approximately 173 feet of frontage along 24th Avenue to the north, approximately 198 feet of frontage along Little Neck Boulevard to the west, and approximately 261 feet of frontage along the Cross Island Parkway to the east.
“The Development Site is improved with the Bay Terrace Country Club, a private club that features a one-story, approximately 2,800 square foot club house (0.05 FAR) with concessions, an outdoor swimming pool, and playground. Pedestrian access to the club is provided from the 24th Avenue cul-de-sac with parking provided off-site.
“The proposed medium-density contextual R6A district with MIH is appropriate because the Rezoning Area is located at the edge of the existing R1-2 district and immediately adjacent to a non-contextual R5 district.”
