60-unit development planned in Sheepshead Bay

Glenn Gubner through the entity 2510/18 C.I.A L.L.C. seeks to build a 61,637-square-foot mixed-use building with 60 residential units including affordable apartments at a midblock parcel with the address 2510 Coney Island Avenue in Sheepshead Bay, Brooklyn. The rezoning would affect neighboring parcels as well, bringing as many as 192 new dwelling units to the block including the 60 or 61 that are envisioned in the applicant’s project, according to the application. The other three parcels that could be impacted by the rezoning are now owned by the applicant, according to the submission.
The applicant, according to the filing made with the city’s City Planning, is seeking a zoning map amendment from R4/C8-1 to R7D/C2-4 and a text amendment to map a Mandatory Inclusionary Housing Area (ZR Appendix F) to facilitate a new 11-story, mixed-use development containing approximately 55,172 square feet feet of residential space and 6,465 square feet of commercial space with 60 residential dwelling units.
According to the application, the change is needed because, “The existing R4 and C8-1 zoning districts have remained unchanged since they were mapped in 1961 and do not permit the necessary FAR which would enable the Applicant to construct his Projected Development to its desired height and bulk as R4 districts only have a residential FAR of 0.75 while C8-1 districts have an FAR of 1.0 for commercial uses. The Proposed Rezoning to an R7D/C2-4 zoning district would enable the redevelopment of the Project Site and other sites within the Affected Area at a density suited for its location on a major street, with good access to public transportation and local commercial services. The mapping of a MIHA [Mandatory Inclusionary Housing Area] within the Affected Area would ensure that new development includes a substantial amount of much-needed permanently affordable housing.”
