Gordon and project partner Isaac Yeffet bought the land from the government of Senegal for $25 million in December 2013. Building plans were originally filed in 2011. The building was given its initial TCO in April 2016.
The building was converted into a condominium with three units in 2017. Senegal bought two of the units in these transactions and one unit with 62 residential apartments remains unsold.
