July, August permit roundup: permits for four plans, nearly one million sf of new construction

PincusCo is taking a look back at some of the most significant new building plans to receive construction permits in July and August. At least seven plans calling for new buildings that are 20,000 square feet or greater in size received construction permits during the month and a half period.

The four largest plans totaled just shy of one million square feet of new construction and 961 dwelling units. Three of the plans were for residential buildings while the fourth was a retail building which will be occupied by Target.

On July 20, Phipps Houses received a new building permit for the construction of a 143-foot tall, 14-story, 398,844-square-foot mixed-use residential building with 143 dwelling units at 250 Euclid Avenue in East New York. The plans received foundation permits earlier in the month.

The plans, pre-filed on January 27, 2017, indicate that the building will have multiple retail spaces located on the ground floor of the building. Other amenities include a lounge, recreation room, and fitness room.

The developer paid $38 million for the site, which has an alternate address of 3301 Atlantic Avenue, in 2015. Last month Phipps signed a construction loan with lender New York City Housing Development Corporation valued at $178.3 million for the development.

Also on July 20, a joint venture between L+M Development Partners, Jonathan Rose Companies, and Acacia Network received a new building permit for the construction of a 398-foot-tall, 34-story, 355,455-square-foot mixed-use building with 348 dwelling units at 50 East 112th street in East Harlem.

The plans, pre-filed on June 6, 2018, are for a 100 percent affordable housing development known as Sendero Verde. The development received foundation permits in June. The plan is part of a multiphase development which will bring nearly 700 affordable units, community and social service space, a school, open public space, community gardens, and retail to the neighborhood.

Another significant affordable development, this one filed by the New York City Department of Housing Preservation and Development in March of 2019, received new building and foundation permits earlier this month for its 143-foot tall, 14-story, 144,209-square-foot mixed-use development with 174 dwelling units at 4790 Broadway in Inwood, Manhattan.

According to reports, the HPD is partnering with the New York Public Library and the Robin Hood Foundation to construct the development at the former site of the Inwood Library.

According to the plans, the first two floors of the building will be used for a new library, while the upper floors will be used for affordable house.

The fourth plans examined, which received new building and foundation permits earlier this month, were for a 51-foot tall, three-story, 61,366-square-foot retail building at 22-11 31st Street in Astoria, which will be occupied by Target and other unnamed retail tenants.

The plans were filed by Sam Dushey, of Jenel Real Estate, the family’s investment company. According to the plans, Target will occupy retail space on floors two and three, while other tenants will occupy retail space on the first floor and in the cellar.
