Chaim Weiss through the entity Bsd 41 North LLC paid $2.8 million to Tarlok Singh and Parbodh Kummar Sharma through the entity North & Grand LLC for the development site at at 2310 Grand Avenue, 2308 Grand Avenue and 2306 Grand Avenue in University Heights, Bronx. The expected use is  ground up development.

On these lots, there is a new building project, X00804817, for a 38-unit, 30,581 square-foot residential (R-2) building submitted by Belal Hossain and filed by Belal Hossain with plans filed January 9, 2023 and it has not been permitted yet.
The sale closed on March 4, 2026 and was recorded on March 20, 2026. The three properties have 1,924 square feet of built space and 23,875 square feet of additional air rights for a total buildable of 25,800 square feet according to a PincusCo analysis of city data. The sale price per built square foot is $1,452 and the price per buildable square foot is $108 per the PincusCo analysis. (The price per square foot analysis is the transaction price divided by square feet as reported in public records and assumes no air rights have been sold.)
The signatory for Tarlok Singh and Parbodh Kummar Sharma was Tarlok Singh and Parbodh Kummar Sharma. The signatory for Chaim Weiss was Chaim Weiss. The contract date was August 5, 2025.

Prior sales, articles and revenue

Prior to this transaction, PincusCo has no record that the buyer Chaim Weiss had purchased any other properties and has no record it sold any properties over the past 24 months.
The seller Tarlok Singh had not purchased any other properties and had not sold any properties over the same time period.

Violations and lawsuits

There were no lawsuits or bankruptcies filed against the properties for the past 24 months. In addition, according to city public data, the properties have received $6,620 in OATH penalties in the last year.

Development

Prior to the 38-unit project, a developer filed a smaller project that has been abandoned, job number 220662281. It was a new building project for a 10-unit, 8,600 square-foot R-3 building submitted by Tarlok Singh with plans filed August 10, 2018 and it was never permitted.

The block

On the tax block of 2310 Grand Avenue, PincusCo has identified the owners of nine of the 32 commercial properties representing 190,400 square feet of the 485,406 square feet. The largest owner is Gary J. Zuckerman, followed by Neighborhood Restore and then Sharp Management.
On the tax block, there were two new building construction projects totaling 39,181 square feet. The largest is a 38-unit, 30,581 square-foot residential (R-2) building submitted by Belal Hossain and filed by Belal Hossain with plans filed January 9, 2023 and it has not been permitted yet. The second largest is a 10-unit, 8,600 square-foot residential (R-3) building submitted by Tarlok Singh with plans filed August 10, 2018 and it has not been permitted yet.

The majority, or 56 percent of the 485,406 square feet of built space are walkup buildings, with elevator buildings next occupying 27 percent of the space.
